On May 26, Secretary of State Marco Rubio promoted longtime aide Mike Needham from State Department Counselor to Assistant to the President and Deputy National Security Adviser. Rubio, who holds the dual role of Secretary of State and acting National Security Adviser, stated publicly: "Mike has been a key player in delivering President Trump's overwhelming foreign policy successes."

The Foundation

Rubio first brought Needham into his orbit in 2018, appointing him Senate Chief of Staff—a role Needham held for approximately five years. When Rubio was nominated to lead the State Department in late 2024, Needham followed, serving first as Chief of Staff to the Secretary, then as Counselor and Director of the Secretary's Policy Planning Staff beginning in September 2025.

Each transition has been a Rubio decision. The relationship now spans the Senate, the State Department, and the NSC.

Before joining Rubio's Senate office, Needham served as CEO of Heritage Action for America from 2012 to 2018 and holds degrees from Williams College and Stanford University. His recent work at State included participating in the first direct talks between Israel and Lebanon in decades, hosted by Rubio at the State Department in April 2026.

The Position

As Deputy National Security Adviser, Needham now holds a formal role coordinating foreign and national security policy across executive branch agencies, independent of, but still closely tied to, Rubio's State Department. His title carries the same rank as Cabinet members and senior White House staff.

A senior administration official described Needham to Axios as someone who "gets the policy" and "gets the politics," with strong working relationships across the White House, including with Vice President JD Vance's team.
